Top Banner On Pop-Up Page

Hi – is there a way to create a top banner that is always visible at the top of a Pop-Up page, and put a field in there? I searched on this and couldn’t find any leads.

You could create a separate or modify an existing layout for your popup.

I’m not sure the best way to achieve this via CSS – has anyone gotten this to work in CSS?
