I noticed in the screenshot you are running Mendix studio in a Chrome Inprivate tab.
Did you also try it without the private mode activated?

This is the response I received from Mendix support. The way I’m reading it is that tech support is having the same problem and is reviewing it further, but I may be misinterpreting the information. It doesn’t help solve the problem, but at least they’re aware of it.

Good morning, thanks for the information you have provided. To be honest, I do not believe that this has anything to do with your local environment. This may have to do with the issues found in v8.13, which caused the version to be retracted.
I have followed the same steps in the Academy documentation, and have run the check against the app that I created (without any modifications) to determine if the check will complete without error and in a timely manner. I am able to replicate the same behavior and have reached out to the internal team to have them review this further.

Currently there is an Preview / Publish issue in Studio for apps in Mendix version 8.13.0
(The version can be found via ‘i’ icon in the right top corner → ‘About’. )
For 8.13.0 based apps the Preview, Publish and Checks buttons are shown not working right now.
We are working on a solution.
This issue can be solved now by upgrading your app to the latest version in Mendix Studio.
Apps can be upgraded via ‘upgrade banner’ when opening the project in Studio or using the ‘Upgrade available option’ in the ‘i’ icon menu in the top right corner.
Sadly, I’m using Studio version 8.14 (on a macbook in safari) and still getting the same issue (as spoken about here for 8.13). The ‘Checks’ icon in the top right has the spinning progress symbol infinitely with preview and publish disabled, and the bottom bar says “Initializing the consistency check”. I’ve contacted Mendix to let them know that it still isn’t solved.

I have the same issue right now. Even with version 8.16. I am doing the Rapid Developer Course and can't continue :(.
However, when I use Mendix Studio Pro, I see the message "The runtime has been started using a trial license, the framework will be terminated when the maximum time is exceeded!” when running a project. Maybe that has to do with it?
